Kremlin's Treason Papers

On Monday daily newspaper of German socialists Süddeutsche Zeitung and the International Institute of Investigative Journalists published the Panama Papers, an information about the off-shore companies and tax avoidance method of some heads of states, prominent politicians, bankers and public personalities. The newspaper and the organisation, as they claimed, analysed approximately 11.5 million documents, which include “e-mails, pdf files, photo files and excerpts of an internal database” of a law firm in Panama. The investigative team of 400 journalists from more than 100 media organisations in over 80 countries. This biggest-ever international cooperation have already resulted in prosecution about 100 people.

Russia has probably the most prominent place among over 100 countries mentioned in the Panama Papers. The shadow falls on its President Vladimir Putin, whose close friend is a main axis of what what appears to be money-laundering scheme. The details of this scheme are complex but the intention of its architects is simple: to park money out of sight of the Russia’s revenue watch-guard. Renown Russian opposition publicist and humorist Victor Schenderovich this time sadly and succinctly described terrifying reality that arises from the documents: “the nephew of the Secretary of Russia Security Council and the uncle of the organiser of the assassination of Boris Nemtsov are keeping their money, traditionally as one family, in the same off-shore company”. This Mafia is deadly dangerous for the country, the only solution for thieves is to remain in power – he concluded.

Schenderovich is absolutely right. If one analyses Putin’s strategy in the past one can draw identical conclusion. The element of the strategy of current President is remaining in power indefinitely. He never resigned from any office out of his will but through continuous promotion finally climbed the throne of the ruler of Russia. There are many moments in his biography that support this shocking claim but one of them is an extraordinary.

In 1996 Vladimir Putin, as First Deputy Chairman of the Government in Sankt Petersburg, faced charges of having prices of natural resources understated about 100 times and permitting export valued, at least, at 93 million dollars for foreign food aid that never arrived. It has been revealed that Putin signed contract with companies linked to the organised crime. He saved from troubles by Pavel Borodin, Chief of the Presidential Property Management Department, who appointed him to be his Deputy. In August 2000 Acting as President of Russia appointed by his predecessor Boris Yeltsin Putin signed Presidential Decree to end a criminal investigation, in which he was one of suspects, regarding the alleged embezzlement of a local government budget resources in Sankt Peterburg. Despite thousands of the documents passed also by Swiss prosecutor, the testimonies of members of Special Investigative Committe of Local Parliament like its chairman Mrs. Marina Salye the case was ended. It was Salye not Putin, who fearing about her safety was forced to escape to isolated village in Siberia.

 

 

Unlike majority of world elite Mrs. Marina Salye knew perfectly “who is Mr. Putin”. She must have known facts like the one Lt. Col. Andrey Zykov of Russia’s Investigative Committee revealed in 2012. Zykov spoke about the origins of fortunes like “Ozero” Cooperative, which future President of Russia helped to built in the mid-’90s. “The person who bought the land, scared the local residents, burning down their little houses if they refused to sell them, was a St. Petersburg officer who turned out to be none other then Vladimir Vladimirovich Putin” – said Mr. Zykov. Shenderovich, Salye and him worries that former First Deputy Chairman of Government in St Petersburg may be a threat for Russia were vindicated by the Panama Documents. It s not unimaginable that methods once reserved for organised crime and utilised by the Soviet intelligence can once again become an instrument of power for his regime. The logical consequences of political and administrative decisions of Russian authorities made during Putin terms is a path to absolute tyranny.

On July 11th, 2006 just at the summit of G8 was about to start in Russia two most prominent Russian dissidents human rights defender Vladimir Bukovsky and former KGB Colonel Oleg Gordievsky warned in open letter in London Times against law, which Russian Duma had just voted. It permitted use of secret services as death squads to liquidate “extremism” around the world. Extremist is any critic, who says or writes anything “libelous” about Putin’s regime – said the Duma bill. West closed its ears, eyes and mouth to avoid being forced reply to the letter. Putin’s regime exploited this leniency and killed its most dangerous enemies including Anna Politkovskaya and Alexander Litvinenko. Western politicians remained silent and indifferent then as they are today.

Putin has the potential to destabilise the political situation of the world. In fact, further confusion and terror is in his personal interest. He will not be stopped even if the international investigative report on the shot-down of Malaysian Airplane over Ukraine will conclude that he directly bears responsibility for this crime. He will not step down even if by miracle it would be revealed by the similar authoritative group that the elements of Russian secret services created the most feared terrorist group Islamic State, which uses Islam as a non-Islamic intelligence operative uses diplomacy or journalism, that is as a cover.

Vladimir Putin or whomever will succeed him due to a serious conflict in Kremlin will use Russian state structure which are indiscernible from the organised crime to continue destabilisation of the world through illicit financial transactions (including counterfeiting US dollar), narcotic trafficking and support of terrorist group (including proliferation of the sophisticated armour and also weapons of mass-destruction ).

This warning cannot be missed: Unless current Russian regime is toppled future generations can not have any guarantee for peace and security. If history teaches anything then it teaches us that the absolute tyranny never is satisfied with control over its population. It always attacks values dear for us trying to blur differences between unfortunate fate of its subjects and people of other countries. Russia in its history whether imperial tsarist kingdom or recent Soviet Empire of Evil proved that Western democracies can not stand idle. And if politicians do not understand the gravity of the danger, the people of democratic countries must influence the situation.

The Panama Papers is a serious call for establishing of such a popular influence, which could help Russian opposition, Russian people, to have a truly free elections. It seems that one of the most effective methods of such help would be to show more interest in the affairs of Russia. Even deadly regime cannot operate successfully if its decisions are being commented by millions of people around the world. The Russian opposition needs such an international pressure, which would force Russian Embassies around the world to explain its regime actions in local media if it would dare to pacify mass demonstrations on streets of Russian cities, towns and villages.

Russian people would greatly benefit if Westerners would turn for news about situation in their country to such reliable sources as Radio Svoboda/ Radio Free Europe, an institution credited for help in disassembling of Soviet Union by such heroes like leader of opposition in Czechoslovakia Vaclav Havel or co-leader of Polish Solidarnosc Anna Walentynowicz. Informed citizen of free nations with their actions should begin to see that Russian leader betrayed his country invading Chechnya, North Osetia, Georgia, Ukraine and Crimea and allowing to be isolated on international arena and impoverished internally. Although the Panama Papers do not mention specifically name of Vladimir Putin it contains documents made on behalf or signed by many of his close friends, including famous musician Sergei Rowdugin. These papers speak loudly about Vladimir Putin’s treason of Russian people and their future. For Westerners they should also be an undeniable evidence of an urgent need for deep democratic changes in Russia.
